I've noticed that Europe buys Ore for more than they do tools and arms.
I've also noticed that tools and arms take quite awhile to make even with the best buildings and specialists. You have to convert resource twice. So thats six guys that are sucking up food and slots. I figure its better to just buy all you can and fill all your settlements with tools and arms from Europe rather than make them. Anyone disagree?

As soon as you start buying tools and weapons from Europe the king will start taxating it and the prices will increase. I often buy a few batches of tools to start with but try to get my tool production up pronto.

I usually have 2-3 settlements producing only food, lumber and ore. Export everything to another settlement where all the tools and weapons are produced. With Iron Works and Arsenal fully populated with skilled workers - that's makes for some serious production output and is usually enough. Yeah it takes a while to set it up, but it's worth it.
