I am assuming it has something to do with production. I don't own the x360 version, only the PS3 version, which sadly has no trophies/achivments support. (2K should really add it for the PS3 fans)
So I guess your are looking for more production.
Build a city near mountains/hills. Don't know if it is allowed but switch goverments to communism to get a 50% production increase.

Also, you should play as Americans, because their x3 Factory production bonus really helps to get it in the late game.

Use communism and americans, it means *3,5. Get also if possible railroads, engeneering that are fast to get that means +3 production in all cities. 3 would mean about 11 production. You should have about 5-6 mountains and you could do that. If possible get as many people as possible to use citiziens in the city (that give you 1 hammer and from 1 gold to 6). If it doesn't work, reach future technology that the first time gives you +1 production for all production tiles

Also grow your city all they way up to 31 if you have to. Build factories, iron mines, courthouses and settle a great builder in the city with mountains around it

That's what I have just said :D
In that way you get at least 1 production more for each person, that would mean 3,5 with factories and communism

Yours wasn't up when I posted. And while I understand your meaning, some people may not infer that upon reading yours. So mine was layman's terms :)

an easy way is to use the americans, play the scenario where you start off w/ 1k gold on chieftain settings.
build your starting/main city in between mountains and hills and forests (dont forget the courthouse squares)
play through regularly and try to gain some technologies (the 2% gold income is great with the 1k gold scenario) and try to get the techs that give you a production bonus first like engineering i believe.
build an iron mine and a factory, then switch to communism then you should easily get 200 prod.
(surprisingly got to 278 production on my first attempt)

Or play Beta Centauri. You start with all techs and can build all buildings. Produce a few tanks to start with. Take out all but one capital, and build up a city near the mountains

Also, going a couple (Grumbles69 have done 126, I believe) iterations of Future Tech allows your production squares to produce a lot more.
