Hi, me and my friend were playing H&D 2 and he told me he had a special file. He said the special file gave him all uniforms, unlimited ammo,100 percent accuracy, and other cheating things. So where do u get get this file at?

simply you get that file nowhere.
If you really want that file you must create it on your own starting from one of the most important file of the game and changing its definitions with the help of a hexer. For the hexer, there are many types in freeware version on the net; I cannot help you with the file, you must discover it and how to modify it on your own...to find the file you must also unpack the original .DTA archives in normal folders.
