can't keybind anything

I'm running Bioshock on Vista, and the game itself works fantastic... But I can't keybind anything. So, I don't have any bindings for "Rescur Gatherer" or "Harvest Gatherer", and any attempt to bind anything to those slots just gives me a generic error saying the key I want is reserved.
I've searched the web and it seems I'm the only one to experience this problem... Anyone have any suggestions? Can I modify an INI file somewhere to manually assign keys?

i have the same problem. i have XP and i can't assign my key because the same message appear too. :( help plz

Ironically, I resolved this only by running the game from a different partition...
I have 2 drives in my machine, my drive I have dedicated to gaming has this problem. but if I somehow boot into my other Vista drive, and run the game on that other partition it works... I don't really understand it, but it's definately annoying. I've tried manually playing around with the DefUsr.ini file, since it seems to have items that indicate keys, but any changes I make there don't seem to pass through to the game. I guess we're the only two people in the world with this problem...
