Uses of Throne Room

Could anyone explain to me what the uses are of the throne room? Do they have any consequences to the actual game or are they more of a funny gimmick?

For example when someone sends me pastry chefs do my cities increase food production? :confused:

It's a sort of 'collect them all' sort of thing. I've not got a full list of the things that should be in the Throne Room, but essentially you should try to get every single one, as well as getting every victory type for every civ on Deity difficulty, building all wonders and getting all the Great Generals (this is the Hall of Fame or something like that option from the options menu).
