Why is the Diplomacy panel set in such a way that everyone is visible from the start?!? This seems like a really off-putting design decision, not only because it causes the first few turns to last forever, but it also completely unbalances the game; for example, trading Monarchy for Navigation in the first turn seems like a way too powerful move, as do most trades with bad players who don't value their tech. It also takes away the excitement of having to actually meet your neighbours. All in all, this seems like the game's weakest link (not counting that online doesn't really work) ...

He was talking about the online, don't tell me that you haven't play a online game yet
Whatever i never trade online, or whatever it is not so fast, i think (I think, i'm not sure) a lot of peple don't use that, only to declare war maybe or stay in peace, so it's ok.
And whatever it's not to powerfull, you could't put that option off, it wouldn't be a good game i think. Only it is not good to see that 2 people in a ranked game trade their technologies, but it is not so bad

Yes, only humans. Only when you found an AI it will appear on your diplomacy panel

But trading is very profitable. Look at it this way; there are four players. If two players trade their tech, they both put themselves in a better position than the other two players. So basically there is little reason to hold on to your tech in the early game (unless it's something really good, like Navigation).
