Stopping the tech victory

Hi, can someone confirm if it is true that to stop a tech victory of a civ that has already launced the spaceship all you have to do is take control of their capital?

The English had an expected arrival date at Alpha Centurai of 2018 but I took London in 2014, and they never won, I went on to destroy Spain and win a domination victory in 2030. Had the English taken London back from me would they have won??

2- I think they wouldn't win, only re-launch the spaceship and waiting

Actually technically you have to take control of any capital they have, so if the English had conquered the Greeks you would have to take both London AND Athens, (and make sure the English didn't take any capitals in the mean time)
