Has anyone else noticed a disproportionate number of losses in naval battles on emperor? If I attack a ship with similar or lesser (but too much lesser) numbers then I can pretty much guarantee that I'll lose. I might win one in ten battles when I'd expect to win at least half of them. It's happened consistently across multiple games on emperor.
Isn't that the point of the higher levels to give the AI a greater advantage over you to make up for its lack of intellect.

Yeah but this is over and above the normal advantages they get for me playing on emperor. It may be an undocumented advantage that is given to the computer but it seems odd that they'd have two methods of giving advantage in battles (one by changing the numbers and one by ignoring the numbers). When I'm doing this attacking my unit's numbers are the same or higher than the computer unit's numbers.
