The result would be a decrease in your population of 1 unless your current government is a Republic, which would mean your population stayed the same.

Maybe the question is if he can settle a city where there is a city. If the question was that, the answer is, you can't do that, it's impossible, you can only press Y to join that city and get 1 more population.

This sucks i just managed to get the nuke and because of democracy i could not launch it lol.

Can't you change it for 2 turns? It is not so difficult, if you have a nuke, you don't need techs i think
