If your current form of government is something other than democracy, and your at war, and then you change to democracy, what happens? Your not allowed to declare war when your government is democracy, does that mean that you'll have to change it, or will it mean that you wont see the full benefits of the government form, or will it mean diddly squat?

it just means you get all the benefits of democracy whilst at war. you just cant declare war with democracy, but you can continue one.
however, if they approach you with a peace offer with no terms or anything then you have to accept or congress will reverse your decision...

You will remain at war with enemies until they offer peace. If they offer peace you will be forced to accept it.
If they try to get gold or tech off you for peace you will still be able to refuse.

Be careful when switching to democracy when your at war because it can be annyoing of you are forced to make peace and you need to say retake a lost city.

Ah, I never lose cities. My speciality is knowing how to defend my cities. Hell I had an army of tanks running from my Pikeman :)
But I'd be happy with the peace since on higher difficulties, they'll be the ones that'll declare war on me. I hardly ever make the first move (unless I have a very good reason to), at which point I can always turn to anarchy, declare war, and go back to democracy ;)

Are you talking about getting tanks in the demo? And if your are then you must be playing on Cheiftan right?...

Why would I play on Cheiftan when I have the full game? Mate not everyone is stuck to playing the demo, it has been released in the UK, and being from the UK I can play it.
Cheiftan is far too easy to play. You try playing King or above and you'll find out how hard the game becomes - and I'm more than sure that it's harder than Multiplayer where it's not necessary for your opponents to be good, on diety all four civs are amazingly fast at discovering whatever they want and whooping your ass... (unless you play strategically that is)
