Through my 4 playthroughs of the game, I have only encountered white characters, with an exception of Dr. Shuchong and a man I found in arcadia.
A man in a white suit with a white hat was following a woman. The woman went down the stairs and the man leaned over the railing to take aim. Me being the do-gooder that I am decided that the woman didnt deserve to have half of her health taken out by a pistol to the head, and rather deserved me waiting at the end of a hall to plant an anti-personel in her head :p I proceded to whack this man in the back of the head with a wrench, and then realize...that this is the ONLY african american I have ever found in Rapture.
What do you guys think? Have you seen any minority splicers?

The population of Rapture is very white Euro-American, which is not really a surprise given the prejudices of the time at which it was founded. In fact, Rapture is remarkably multicultural for its time, including Jews, eastern Europeans, and hispanics. Pablo Navarro, who recorded a couple of diaries, is obviously hispanic. So is the Waders splicer (the Jesus freak), judging by his accent. Not to mention Cohen's buddy Hector Rodriguez.
Blacks are the notable exception to Rapture's openness. The only black I've ever seen is one of the atheletes, so they were apparently allowed at least one stereotypical role in Rapture. But the prejudice was rampant. Listen carefully to the Lady Smith splicer. Here are some of her lines:
"Charles, I think the negro cook's been stealing."
"It's always like that with the coloreds. Take, take, take."
"They always arrive with outstretched hands. They're a tuneful people, I'll grant you, but SO lazy."
But would you really expect people from that era to have a concern for diversity? Should a game portraying such people give them the sensibilities of people in our era? That wouldn't be very realistic.

why are there so many threads like this it takes place a while ago with most of the populations ancestry in Europe witch back then wasn't that racially diverse thus Rapture is mainly white European descent population enough said dead topic.

If he was caught on fire, he might have been burnt. And thus made him look black.
