Being the resident Sam "geek", I'll try to answer some questions. As far as I'm aware, SS 2 is not available on Steam, though I could have sworn 2K had released it on Steam at some point. But you can get SS:TFE, SS:TSE and SS 2 on GameTap (http://www.gametap.com/home/play/browse/index.html?searchTerm=serious%20sam) if that is convenient for you.
The Serious Sam Intellectual Property is owned by Croteam, the developers of the franchise. So I think that the decision to release any of the games via Steam is up to them. 2K DID have publishing rights, but since they won't be the publisher for the next games (Serious Sam 3 and the untitled military shooter), maybe they don't have publishing rights anymore. Perhaps 2K Elizabeth could enlighten us here. :)
Your best course of action is to ask at the official fan forum (http://forums.seriouszone.com). Croteam checks the forum from time to time, so they may answer. If not, post about it there, and someone will ask them through IRC.
Hope this helps :)
Thx for the reply and the info. I saw I could get it via D2D as well, but I prefer Steam over all other providers. I'll probably just pick up the actual discs sometime soon.

For anyone still curious, the response by one of the Croteam developers is: "will see :)"
