If you cannot start the game ...

... found a way to get it started.

1) Go to Steam Library
2) Right-Click and go to Properties
3) Select Local Files
4) Go to Verify Integrity of Game Files
5) Worked for me!

For me it was a little different, because after I validated the files there was always one bad file replaced, but the game still didn't work.

This is how I proceeded:

Validate game files (still got that 1 bad file)
Navigate to 'C:\Program files\Steam\Steamapps\Common\sid meier's civilization v\'
Ran following install files:
1. VCRedist\vcredist_x86.exe (C++ repair *first time this was suggested and tried*)
2. DirectX\DXSetup.exe
Launched DX9 directly through civ folder (not through steam)
