Yes, they are taking refunds.
Contact your retailer and explain to them how much the game stinks. You gotta be dramatic though. "It blows harder than your mom" is a nice start. Then inform them that "It is full of teh sux, teh sux hath overfloweth, teh sux r everywhere". One of the 'unspoken rules' when it comes to software returns is you gotta really deliver how the gameplay has broken your spirit and dimmed your hopes, even turning your dreams into nightmares.
If you do all this correctly, they'll offer a prompt refund. The catch is though, not everyone knows this unspoken rule. So if the person you're speaking to refuses to refund, ask to speak to a supervisor. Although you gotta go through the whole process again (and this time it has to be even MORE dramatic - this is where you use your hitler/nazi references), the supervisor will know what to do.

Maybe this is the reason why 2K made us go through Steam? So we can't get our money back. Now I am worried about Fallout: New Vegas. I hope it is better than Civ V. There is so much anticipation for that game just like CiV was.

Seriously though, just send a PM to 2K Elizabeth or Greg. They will surely tell you no but if you want to go ahead and ask (at least on these boards) then those are the folks.
I would make a suggestion though. Be polite, mature and give real reasons from your perspective (I feel, In my opinion, etc) rather than "you ruined the game, 2K is the suxx0rs, etc" (even if you feel that way).
Edit: You still wont get a refund, but if you wanna officially make the request just from a principle standpoint then be mature about it.

I've been robbed for £30. Simple as.
I'd rather have handed it over to a mugger than these clowns. Atleast then I'd have a semi-decent story to tell my friends.:)

civ 5 is excellent, with plenty of room for improvement. i'd have been happy to pay more money for a game like this. which is why i'll no doubt be buying any expansion packs ;) £50 for this much enjoyment is a damn good deal.

Unless I am severely mistaken this is actually not so in Germany, in case you can prove that the good does not work properly to such an extend that it creates an unnecessary burden, that is, if it really doesn't work at all like it is supposed to be or if you have to constantly check up to make sure it does*.
Law > companies, despite what tinfoil hatters would want to make you believe. Check up the law at your place, if the law says yes then you're pretty much set, supposing your problems are urgent enough.
*The particular case I have been thinking of here was a certain programme that regularly delivered an error message after the process had been finished (I think it was burning software), regardless of whether it worked or not. Now since that meant the customer had to check every time to make sure it really didn't fail, this created an unnecessary burden and he could get full refunds.
Hurry up and write that letter to your Uni paper, you have got to get the word out to busy people to not buy a game that was released a couple weeks ago that they probably already bought anyways! THINK OF THE STUDENTS

And yes I am thinking of the students, given that the majority are:
- Intelligent
- Between 18 - 30.
Makes them the prime target audience for this game. Being the assistant editor we have a weekly column for music and game reviews...even if one person has saved their cash, then I have suceeded.
Anyway, my work here is done. Ranting on this forum won't get my money back hehe. :D

If intelligent is an adequate description of your audience, are they 'sheep' enough to make their decisions based off one review in a uni paper?

Just some observations.
Top 5% of the country or so i'm told. The thing is, the majority of the reviews on the internet ARE positive (10/10 for alot of sites), because they're bias. Simple as. They're all in the industry together, games NEED to be sold. I can understand this.
But it isn't finished. Do any of you really think this game deserves a 9/10, 10/10. Really? LOL. IT DOESNT WORK.
I (and two other friends) bought it, given the excellent track record and my love for Civ4, (which i consider an incredible game). Yep, we were sheep. Sadly.
I consider it a lesson in life. Like I say...if one person doesn't buy it, I have succeeded.

You write a negative review because you didn't enjoy it and you're full of journalistic integrity all of a sudden?
Do they teach that anymore? Journalistic integrity? You seem like you're way way way too peeved, -for whatever reason, valid or not - , to write any type of honest review. If you know you're in a state where you're emotionally attached, wouldn't the intelligent thing be to remove yourself from the project to preserve integrity? Especially when you already know it's going to effect your review?

Nah, I am peeved (love it! North East England?) and i'm going to voice my peeved opinion. That said, there are some positives about the games. Some of the new game concepts are great.
Anyhow, I wouldn't mind if the game was crap, but it's the fact they released this KNOWING that it wasn't complete. I guess I just feel let down by developers who are capable of such fantastic products. They've taken myself and friends for mugs.
Anyway, ranting on a forum isn't going to help. Aint fair on the mod to go through my garbage.

But is the narrative going to be "X is bad - avoid it forever" or "X is bad - wait until patched" or "X is bad, Y is good, Z isn't finished" etc.
These of course are all rhetorical.

Seriously, what is the big deal about returning this game? I can understand that most stores are not going to accept a return since somebody can just copy the game and play it at will after making the return, but isn't this the whole reason why Steam was incorporated into the game?
If Steam is preventing the pirates from playing the game, should they not be able to simply disable a game from starting? If not, then what the hell was the purpose of adding Steam to the game?
I agree that playing a demo and reading reviews and forums is a great idea before buying a game, but come on, the core Civilization series has never been a letdown in the past. I had the game in my hand last weekend and was heading for the checkout counter before I remembered all the times I've been burned in the past from buying a new game. This is the first time I've managed to avoid the issue.
The Demo has a 100 turn limit and really does not paint a full picture of the game.
The reviews are crazy. The majority are giving it a 9 or 10 rating.
The forums have at least been showing that there are flaws with the game. The interesting thing is that the posts have not been showing a majority of "my game is crashing" type posts that are calling for a patch. So far the posts have been saying "something is wrong with the game when will the gameplay be fixed".

I have no doubt if patched correctly, it can be a great game. But it's a big IF.
It shouldn't have been released like this. We're relying too much on chance. I can't see these updates being free either. Thanks to Apple (IMO), the market has changed where thick/noob people are happy to pay for updates.

It's a crap tactic to save the industry in a bad economy but kids playing video games are getting kickbacks to give reviews for whoever has the money. Hey, if lobbyist are giving kickbacks to congressmen in Washington you can believe it's happening in Gameinformer. G4 for example gave:
Civ IV BtS 3/5 in 2007. Arguably the best Civ expansion and gave the franchise a huge boost but a mediocre review.
Then the economy tanked and the game market is trying to hang on for dear life (thanks giant influx of game platforms) G4 continued in 2008
4/5 Civ IV Colonization despite huge bugs poor diplomacy...

I mean in 2009 Nintendo Games were getting crazy reviews from a system that’s having trouble producing games for hard core gamers. Just trying to push some sales.
Now with a completely unpolished game with a smack to hard core Civ addicts they give a 5/5 to Civ V

Simple equation that sums this situation up to a tee:
Increasing piracy + poor economy + advances in consoles = PC gaming industry struggling to survive.
Industry struggling = rush out bad quality products + false adverting.

As someone that spent years writing about games I can tell you right now that reviewers are not "in the bag", nor are the two industries tied directly. Reviewers don't look out for the best interest of publishers and developers, there are plenty out there and more popping up every day.
Reviewers are entitled to their opinion, and that's what they publish. It's the same thing here on these forums. Do you think that the folks who are loving Civ V right this second are paid off too?
Regardless, this thread is being closed. The general Civ V discussion forum will not generate a refund for you, and as anyone who purchases PC games should know almost always there are no refunds on software products. The game works for plenty of people, if it doesn't work right for you then there are support channels that are doing their best to help you out.
If you simply don't like the design, well, you had every chance in the world to see what it was all about prior to purchase with the demo. Firaxis / 2K didn't put a gun to your head when you chose whether or not to buy the game. I've bought games before I wasn't happy with, like my copy of Elemental that's sitting around collecting dust already. I'm not banging on Stardock's door demanding a refund though.
Please do not make anymore refund posts in the general forum. Also, if I see anymore "jokes" about committing fraud in order to get a refund there will be very harsh punishments given out. Do not joke about that, it's not funny.
