How does one end a turn?

I tried "Enter" and <CTRL><SPACE> and the turn doesn't end.

How do I end the turn?

Click the end turn button above the mini map

I end turn with enter, or clicking the blue flashing END TURN button

I think you can not finish turn until some important things are finalized. That should change the button on top of minimap into end turn. Until it shows end turn, you can not end turn.
