I think there should be a Create-a-Civilization option. Sometimes I feel like role-playing I want to play Civilization with my country (Philippines). I know it is not much of an addition, but I hope in the future there would be one. I like to design my leader especially now it is already very easy to do with all the games out there that has face/character editors.

The idea has been raised a lot, and it is a good one. The difficult part is making enough models to turn the feature into something worthwhile. There reaches at some point a time when, if they add a ton of blank unique units, faces, buildings, etc. for players to name, they might as well have just added in a ton of civilizations themselves. With modding already an option for people to make characters such as my man here (http://forums.civfanatics.com/showthread.php?t=332647), the developers probably don't have much desire to create an easier interface for people to Create-A-Civilization (from here on referred to by me as CAC). If you seek your country as playable, it might be more practical to suggest it to a modder. One thing that Civilization 5 does seem to be doing, rather than CAC, is improving the modding tools available to people.
