Sorry if this is just spam to most people, but I am confused. Will we need Steam to buy the game? i.e. we have to buy it online, and we cant get it in a box? Or will we just need steam to begin? Like after we upload the game?

You can buy it in usual stores or through Steam, but you need Steam to play it.
Once you have activated the game on your Steam account, you can choose to install it with the DVD or just download the whole thing. But once you have activated, your copy of the game is tied to this account. It canīt be changed or sold.

of course, resale on a civ game is pointless because it's too much fun

Because it is based on Steamworks for online functionality. The game won't run without Steam. Civ4 was not based on it.

It's like... You don't need a computer to play Chess. But you do to play Railroad Tycoon. Because the latter is made for a computer.

Well what would be the advantage of that? Making people download another application or not playing online??? I think that might be a loss for them.
