It would be great if Civ 5 had a feature where you could ask your people to vote on whether or not you should change to certain civics, declare war on a rival civ etc. There could be a system where you gain extra happiness if you follow their wishes.

I agree it should be implemented into representation or universal suffrage in some way.
like with that on poeple can chose things like free religion or freedom of speech or stay with older civics i kinda like the idea:)

What you are describing is a form of government which I anticipate societies may eventually evolve too due to the electronic/Internet age. It's called DIRECT DEMOCRACY. I believe Civilization Test of Time had that form of government as an option.

It wouldn't make sense to vote to change civics unless you already has representation or universal suffrage. But I get what you are saying.

I like it in concept, but I'm wary of how it might actually be implemented. Sometimes it sucks when there is too much of a random factor included in basic mechanics and I'm not sure I want to have to ask my people permission every time I want to change civics.
A partial compromise might be to provide more happiness bonuses/penalties to civics themselves. Representation would provide happiness, Police State unhappiness. This was sort of suggested in a different thread where the idea was to make the benefits/penalties of civics more realistic.
