well in my experence new game plus in RPGs means starting the game with all the exp weapons and special abilities you had at the end of the game...

New Game Plus is very uncommon nowadays, except in the context mentioned above (Some RPGs). I don't know why people still ask about this, it was basically to help Gamers back when games came out and they were a little faulty.

Seriously, New Game Plus means you're getting back everything. They'd have to cut things to keep level transition nice, and then people would be mad to be without some of the things. New Game Plus can really mess up story elements...

Well new game + is where you start a new game with the weapons that you have on the first playthrough.

I'm guessing he's asking about New game plus because it was featured in the PS3 version of Bioshock 1.

Just a fyi, new game plus worked great in BioShock so I don't see why it would be a problem putting it into the second game. Also games like Ratchet and Clank use new game plus well as well. I don't see why most of you see this as an odd question.

Ah, I understand. I myself didn't know what that meant, but now that I do know, no. There is no new game plus in BioShock 2. It's just lke BioShock 1.
