Fix this.
For everyone who doesn't know what I'm talking about, it's the freeze that happens 100% of the time when you switch to Anarchy then take a capital.
This just happened to me, which is even stranger than the usual Anarchy/Walk In freeze I get when I forget about the bug.
I moved my settler two squares, next to a goody hut, and as I finish the warrior, I see a spanish settler walk and take the hut. So, having the whole turn, I switch to anarchy and take the settler, figuring that I'm okay because I didn't actually take a capital. (I moved the settler twice and it gets taken by a barb hut that went from 1 to 3, fun times.) Then, gears, freeze.
There's really never going to be another patch for this game, is there? There have to be fixes for the totally reproducible freezes that happen ALL THE TIME. Can I just hear from someone at 2K that there will never be a patch? I feel like it'll make me less angry if I know that this is what we have to live with, forever.

Check the official CivRev website, www.civilizationrevolution.com (or something like that). I'm pretty sure 1.30 is the final patch.

This does not happen 100% of the time. I don't know if it's just a huge coincidence or not for you, but I take caps all the time in Anarachy. It happens all the time when I play with the Greeks, and often when I'm switching out of democracy or just about to switch government, and it usually doesn't freeze.
I've played on both systems extensively in MP, and I've don't share this expirience.
More than likely, your killing the host of the game, or it had a problem disconnecting the player who you just beat, so the game froze up. I see this way more, but it has nothing to do with being in Anarachy.

No, it's not being in anarchy. If you switch the governement (ANY governement) and in the same turn you conquer a capital, it will freeze 100% of times

In my experience, it happens when you change government the turn you take a capitol thereby eliminating that civ. The freeze comes from the collision of three things: the choose government dialogue, your military advisor telling you how many more capitols you need to win and the farewell of the vanquished leader.
So it's okay to do if either a) you are taking the capitol of a civ has another city somewhere or b) you are finishing off a civ whose capitol you already took in a prior turn.
Note this happens against players and AI alike.
Sounds to me like the experience the OP describes is just a random freeze though. You moved the stolen settlers twice before the freeze? So it was two turns later? Or you moved two spaces the same turn and then got grabbed by a barb? It could be that you had the problem of three pop-ups converging again but instead of the military advisor telling you how many capitols you need (stealing initial settlers doesn't count as taking a capitol), it was Brennos threatening you with his odor again.

This still isn't my expirience. This almost never happens to me. Maybe it is the more uncommon switching thereby elimanating a civ thing, but it's still not 100%.
I can't tell you how many games I've played where I switched governments and then walked into a capital. I've done it countless times with the greeks. With spain I've done it as well, I'll see a cap that's underdefended, be in democracy, then switch to anarchy, and take the city while in Anarachy, and no freeze.
Maybe it's some bug that occurs frequently, but not always, and I just haven't had my fair share of it.

you must be the exception to the unruly rule. it also is triggered when you take a capital and get a good government tech. if you then switch to anarchy in order to use it you get the freeze. i pretty much try to only switch governments after teching them, or not switch at all, to avoid this. you can switch to anarchy and have an advisor or vanquished leader pop up for no reason at all.

OK, this is good to remember! I did have some games frozen after taking a capital and then switching to the newly received government (e.g. to republic when taking Rome). I thought I was a victim of a freeze-cheater, but from this info it looks like the freeze was caused by my 2 stupid advisors trying to pop-up at the same time...
So much about accusing others of being cheaters. :(

Another bug, it kept loading and I couldn't play.. Now I want to see how many points I lost.
I would add: I started a game, the other one quit and I lost a lot of points. Bad day
