i was amazed that for the most part i was getting into games the last few days. but the past two it either gives me the dreaded failed to host game or just sits there evaluating games... never returning results.
it's frustrating. did they change something?

Nope, that is just how it works atm... One day I can find games no problem, then the next I spend hours searching and never finding anything. Let's hope they get the fix right with version 1.30.

Others claim nothing has changed, but I tend to agree that something has recently changed. Mine was not working well before patch 1.2 of course, but about a week after that or so, it started to work better, and I was able to get into ranked matches with very little problem. (Mine always seems to host rather than join existing hosted games..odd).. but since a few days ago, coming up on a week, it's busted again. I can't even join player matches, and if I host it never gets anyone else in. Something got changed that is affecting some of us. (PS3 version).

The last week or so, I haven't gotten a single error message (except for "you have to sign in").
I'm always put into an empty lobby, though, so I guess I'm one of the "hosters"...

Yeah, noticed the same thing. I thought I ran out of luck with conecting, but maybe they are "fixing the problems" (I mean, in a 2k style).

Yeah. And the most annoying thing is that after year 1850-1900 AD it takes ages to do just a single turn.

I have exactly the same problem. I can get around it by going into a H2H ranked match, come out immediatly and go into ranked quick match. This works about 75% of the time and is the only way I can get a FFA ranked match......try it - see if it works for anyone else...!

I had a wierd one last week that took me offline for 3 days... My laptop (windows) died, so I borrowed a mate's (Apple). When I plugged it in, it had torrents running and I didn't notice for an hour. After this, my entire PSN was pretty knackered. I had real trouble signing in, and CivRev wouldn't work whatsoever, although Warhawk would with some coaxing. I figured it was my ISP because they have a strict fair usage policy (Tiscali), so I thought they had applied it to me. But after ringing them, they assured me it wasn't that.
So I reset my router to factory settings (by sticking a sharp thing in the magic hole [no Kenneth Williams - let it go]) and reconfigured it all (reserved IP for PS3 in DMZ, no UPnP). And hey presto - back in full effect: only to find the world and his dog doing Zulu rushes. But that's another thread (or 3)(hundred).
Also note, I originally configured the router as above, but with UPnP enabled. DO NOT do this. It makes the network very unstable. Choose one or the other - preferably the DMZ...

Something I've noticed: when you're "evaluating games", at some point the spinning cogs will briefly freeze. This is your make or break point - it will either a) let you host b) join you with an existing host or c) carry on spinning.
It most often goes c), at which point you may as well quit and start the search again, because I think when the cogs freeze momentarily, it has found a slot for you and is attempting to join, but someone else has just beaten you to it. That may be way wrong - but my original advice still stands.
It won't help you get into games, but it will mean you don't have to wait that extra time to be told you failed to host ;)

This seems to be true with the router Linksys WRT54G. For some reasons the UPnP of its firmware is (was? I think the latest firmwares fixed that) broken. I personally did some tests putting the PS3 on DMZ and stuff, and there were no differences. I even reported the results here in a thread. If the UPnP is working as it should, the connections usually work fine.
Personally my biggest problems now are the leaderboards. In a way or another I manage to join ranked and unranked games. Sure I still get errors, only God knows what they are doing at Gamespy. But once I join I can play. The biggest problem is that looking at the unranked lobby, only few people are playing already. Which makes me believe that once the new patch will be out it will be even harder to join a game due to lack of people. :(

Well, it's not just the PS3. I've read that router has problem even with the printers using UPnP.
Anyhow, to get NAT2 I give you the simplest hint: just disable the router firewall. Still that doesn't change anything. The Gamespy-Civrev connections/protocols are broken. I always wonder why Taketwo doesn't use the same server code/protocols for both Gamespy and XBOX Live. It already happened with GTA4 that many people had problems connecting with the PS3 only.

its clear to me that the problem stems from all of your internet connections.
hah! just kidding. notice they haven't tried out that load on us for a while now. too bad i had to blow $50 and a couple hours hardwiring my system.
