There's a transcript of all the radio messages here:
http://bioshock.wikia.com/wiki/Radio_Messages
EDIT: I was reading through the transcript and I've never heard Atlas say this one:
16. Atlas - First date
I took me wife on our first date to this place. You must think I’m a fool, taking a fine lady to a dump like this, but you don’t know me Moira. Give her a string of pearls and a silk gown, and she’ll dance a waltz. Give her a sea shanty and a bottle of rum, and she’ll drink a pirate under the table.
When does he say that?

I believe it is when you are near the Fighting McDonagh. If I remember correctly, he says it around the same underground-ish area that he says the one about: "The thought of me wife and child hiding in that filthy submarine makes me blood boil. Help me get them to safety and I'll be in your debt for life".
This is a really interesting radio message. I think it was a neat little addition to Atlas' whole lie about Moira. In the message, he speaks in the same melancholy tone that he speaks in on the "Want to see Sunlight" message.

I particularly loved the message 'Moira and Patrick', wherein fontaine uses his 'Atlas Voice' to mock you;
"I really wound you up with that wife and child bit: "Oh, me poor Moira. Ah, me wee baby Patrick." Maybe one day I'll get me a real family. They play well with the suckers. "

This does contain slight spoilers, but it sounds like you're already up to this part. Quite by accident, I discovered this message can actually be skipped/avoided altogether if you do things in slightly the wrong order (I ended up having to go back to a prior save in order to get it [I'm completist and a bit nuts - lol]). I think you can't have taken all three photos of the Spider splicers before a certain point, or you won't get it. There's a room in the upper part of the Fighting McDonaugh's (bunch of boxes and a safe and I think grenades) where you go in and can "hear" a splicer on the ceiling (and dust), then when you exit the room, he fights you. I think you have to fight/kill him *before* taking that third picture. If you kill him first, his body glows and you get the message (assuming I remember correctly). If you take the picture first, his body doesn't glow even though you complete your goal and you never do get it.
(There's also another message...about the Atlas posters...where you have to hang around them [the large collection of them] long enough to get it...something about choosing whether or not to believe the rumors you hear about him.) I think you can get that anytime though as long as you walk around that area enough.

Oh I see thanks, Atlas the Fisherman and WolfpupNX. I always took pictures of the spider splicers first then killed them, so I suppose that's why I never heard that message.
