stuck coming from market to arcadia

I cannot get through gates at entrance to arcadia from Farmers Market the arrow keeps pointing past it and all the walkthroughs say to go through the gates and follow the arrow to the office to release the Lazarus Vector. Anyone encounter this. Reloaded several times still no luck.

You are obviously doing something wrong. All I can say is create the Lazarus Vector in the Farmer's Market, then head for Arcadia and see if that works.
