Fort Frolic

Two things I need clarification on. I found the upgrade station in the smoke shop and apparently there is another in Sinclair Spirits but I found none and I've been haunting Fort Frolic for over an hour and I can't find the 2nd upgrade station. any help? The second thing is that there is a basement area to Poseiden Plaza which has a grate covering it and I was wondering if it is at all possible to get inside?
