Need info on DLC - not installing?

I was recently gifted a copy of Civilization V: Cradle of Civilization - DLC Bundle on steam.

First of all, is this supposed to enable any civs at all? I see it called a "map pack."

If it is supposed to unlock civs, it isn't working. I've tried reinstalling and verifying files via steam; it always fails to validate one file, updates, and then validates fine until I restart.

If this isn't supposed to unlock civs, which DLCs are? And I'm looking for civs to use in multiplayer; I've seen tons of posts from like a year or two ago saying that certain unlockable civs were not playable in multiplayer - is that still the case?

The Cradle of Civilization DLC is only maps. It does NOT enable any Civilizations. All DLC are usable in Multiplayer IF enabled in Advanced Options.

If looking for DLC's, may be worth it to wait for a Steam sale. Big discounts. With the new expansion coming in a month, they may have another sale soon.
