Have you noticed that unlocking patronage in MP actually increases the influence diminishing rate in non-hostile city states? So it does the opposite from what it is supposed to do. I haven't noticed a thread about this, is this a known bug? have you seen this? Not sure what's going on with hostile city states when patronage is unlocked. This only affects MP games as far as I know.
