Is there any way to load a game with one or more players missing? I can't see an option like this in the settings... for that matter is there a way for someone to take over an ai like in civ iv?
No and no, it's just broken, bad programming or a lack of management.
No matter how you look at it the multiplayer in this game is a total failure.

Thanks and yeah I know its not the greatest.
For those interested, I did manage to find some answers:
1. To avoid the issue of a missing player, save the game once everyone has left. The only problem is that people who join in the next time have to join in order, as the game assigns people to ai civs in order. So if person 3 is gone, person 2 can play their civ, but persns 4 and 5 are stuck with civ 3 and 4. Why can't they have a choice screen like in civ 4?!
2. Yes you ca take over an ai, just in order like #1 states.

Yes but considering it's been over a year there is really no hope.
