In my game the top 3 nations all have no navy cards. Don't you find it very unbalanced to have units crucial for some teams yet redundant for others? If reveres it would be just as bad, if all the big guys had ports so a little guy without any must invest in units he can't use to defend himself with.
...or maybe I'm just sore because I haven't been able to blast the hell outta things with cruisers which is always my favourite part of any game...

try to invade austria or hungary with an army of cruiser... let me know how that works out for u :P
Works great, actually. Much better than wasting 200 per ship for only 8 attack and 10 defense.

the unbalance is somewhere else unfortunately and it's HUGE!
if i am a coastal civ it's normal that i can produce naval army and use it on def and attack with it when attacking another coastal civ... the problem arises when a non-coastal civ has the ability to produce naval army... first of all it's impossible to do that and second they have a huge advantage... they don't get attacked by ships...but they can attack with them... and that's not fair... that should most surely be revised

yes they can... but if i attack them i can't use ships... don't u find that odd?... they can attack with full complement but i can't

I don't find anything odd, slots are always a mutual thing, either both sides of a battle can use ships or both sides can't. That IS fair. And I don't see how talking any further about this "issue" made any sense since naval units aren't the best/most-cost-efficient units at any stage of the game (as far as I know).
Edit to clarify it even further:
Since the actual arrangement of your units in battle currently plays barely any role as long as you have more than 0 of each slot type, every civ, also civs with naval slots in their home battlefield, are better off not building any naval units apart from the recommended 1 ship for a fight.

so what is the purpose of the different land masses?...just for variety?... because i expect more from the creators of Civ I-V...
and second... i like to play with naval units... they are part of my strategy...so you're opinion that they are just not good enough is moot

This is an issue really. It makes ships so much less useful than particularly melee and ranged units - but if you are a coastal civ you cannot ignore them. We can debate a long time how much of a disadvantage it is - but it is a problem when some kinds of units are always usable and one kind is only usable ~50% of the time. I do not understand the rationale for this decision at all.

You can actually ignore them without any penalty as long as you keep 1 ship on your battlefield when you get attacked, no big deal.

Yes, variety issues as long as they don't redesign the combat system from scratch. Fine if my opinion is moot, just don't come here back crying when all your army consists of ships and they are rendered useless in an invasion. You have to play the game like is is, if you wanna be successful, refusing to adapt from other civ games will lead you nowhere.

Seeing that I played roughly 30 games and won (as in been in the civ that won the game by a landslide and contributed my fair share to winning) ~28 of them I take the liberty to say that being Top 10 in one of the current newbie games doesn't mean anything and that naval units are to be handled best like I said.
