In game 785, we had about 25+ players at the beginning in one civilization (the game was buggy at the time before patches were made).
We managed to enact meritocracy to kick all the inactives out and also made voting more effective. However, we have now less than 10 players in the civilization, and it still shows that we are at the maximum capacity. Other civilizations have over 10 players (Namely, the French and the British in this game).
From what I read in the CivWorld Wiki:
Maximum Civilization size = 20% of the total players in the game, but never less than ten.
And since we have 196 players total, that should range from 10 - 39 people within a civilization, meaning that we should have vacancies.
I also want to emphasize that we have NEVER enacted the Closed Borders civic (which prevents new players from joining).
