i know bioshcok infinite does not look like the kind of game for multiplayer but 2K has alot of time to make a simple multiplayer service, im not asking for them to make a massive multiplayer like cod with hundreds of weapons, killstreaks and modification but a simple multiplayer like dead space 2 or dark sector and if not maybe make a arcade mode, what do you think?

I think that all multi players do is take money out of the budget of the single player game which is what a game should be about causing the quality to drop so they can produce so half arsed attempt at a multi player causing everyone to moan about it. Do you know what the most active bioshock forum is? the multiplayer one, and do you know what people do on that forum? whine about the game they spent 300+ hours playing. I am tired of game like Cod having a half baked single player just so they can poor work into the multi player, detracting from what I actually buy the game for.

This is a common myth.

Companies pitch games, similar to film but not exactly the same. In doing so they create documents that show investors, executives and whoever else needs to approve them what the game is going to be about. From there, sometimes, the investors and money people or publishers will come back and say "we'd like you to focus on this or that" or "everything looks great" -- lets assume it's being made. They then sign off and let them go away.

In that process the companies determine a multiplayer aspect more often than not. The studio knows one is there or asks for one. It's part of determining the money given to the developers every month. This is a real summation of the reality but it goes like this:

"How many people do you need to make the game?"
"125 for the campaign and another 25 for the multiplayer too"
"Okay, hit these milestones and you'll recieve X amount each month for 150 staff".

Look - things obviously change and nothing goes through this easily, but the fact is that developers don't just pull modes out of their bottoms and hope everyones happy. They're paid to deliver on documents that a publisher or private investor has signed off on. So nothing is ever 'taken away' from one to put it into the other, unless you're a terribly inadequate production.
