In the first game Jack finds the electro bolt and injects himself then he goes on to find 2 more plasmids (incinerate and telekenisis) as well as numerous other plasmids and Tonics, my question is why does jack not need ADAM to splice these but does need it for others? I always asumed that ADAM was needed for splicing and that it wasn't just some form of currency.

Maybe when you purchase a tonic or Plasmid, the Gatherer's Garden machine uses the ADAM you've collected to complete the Plasmid/tonic, eject it from the machine and allows you to take it and inject it afterwards. The Plasmids you find lying around were probably meant to be used by some people who either fled or died.
Still, the Incinerate and Security Command Plasmids look like they just fell out of the vending machines. Maybe the Plasmids you see in the machine are just display only so customers can see what they're purchasing?

What I don't get is why the splicers don't pick them up if there already complete?

That's probably game oversight. I guess if you put it in a more logic situation, a Splicer would grab it right away if they can detect ADAM. If they did that, then Jack would be at a disadvantage. I think that's just a game mechanic.
